Press Sewa Portal:- The historic Press & Registration of Periodicals Act (PRP Act), 2023 and its Rules have been notified by the Government of India in its Gazette, and as a result, the Act will take effect on March 1, 2024. The Press and Registration of Magazines Act (PRP Act), 2023, and its accompanying Press and Registration of Periodicals Rules will now apply to the registration of magazines. As required by the new Act, the Press Registrar General’s online site, Press Sewa site (presssewa.prgi.gov.in), was launched by the Minister of Information and Broadcasting to accept various applications. All applications, such as those for a periodical’s printer notification, registration of a foreign periodical’s facsimile edition, publisher application for a periodical’s certificate of registration, publisher application for a revision of the certificate of registration, publisher application for a transfer of ownership of periodicals, publisher annual statement, and desk audit procedure for confirming periodical circulation, will be made online via the Press Sewa Portal.

Objectives of Press Sewa Portal

The new Act’s objectives will be implemented by the Press Registrar General of India (PRGI) office (formerly known as the Registrar of Newspapers for India or RNI). This new Act offers an online framework to make it easier for newspapers and other periodicals to register in the nation, in keeping with the spirit of Digital India. The new technology takes the place of the old, laborious manual procedures that required numerous steps and approvals at different points in time and were unduly burdening the publishers.

The Press Sewa Portal guarantees paperless processing and provides several services, including the ability to e-sign documents, a digital payment gateway, instant digital certificates based on QR codes, an online system for informing printing presses of the availability of titles, a percentage of probability for title availability, online access to registration data for all publishers, and the filing of annual statements. Additionally, it plans to implement an interactive grievance settlement process based on chatbots. Process to Register Periodicals on the New Press Sewa Portal

The following are the processes needed to register periodicals on the new Press Sewa Portal:

  • Registering and Creating a Profile as the Periodical Owner: The owner of the proposed periodical must register and create a profile on the Press Sewa Portal to start the registration procedure. They must also submit five recommended titles in priority order along with any necessary supporting documentation.
  • These title options must follow the rules established by the Press Registrar General for this purpose and cannot be the same as or similar to a title already held by any other owner of a periodical, either in the same language anywhere in India or in any other language in the same State.
  • Concurrent submission to the District’s designated authority and the Press Registrar General: The Press Registrar General and the Specified Authority in the District will have simultaneous access to the Applications that were submitted via the Press Sewa Portal. As a result, no further application needs to be sent to any other offices or portals.
  • Invitation to the Publisher(s): Upon creating a profile, the owner is required to send invitations via the portal to the specified publisher(s) that are connected to their periodical(s).
  • Registration and Online Notification by the Printer (Printing Press Owner/Keeper): To access the Press Sewa Portal, the printer—the owner or keeper of the printing press—must register online and provide the necessary information.
  • Publisher Sign-up and Profile Creation: The publisher or publishers so designated must register on the site and provide any necessary documentation or information to construct their profile.
  • Selecting/Nominating the Printer by the Publisher: In cases where the Printing Press account is already present in the database, the publishers must nominate/select their particular Printing Press from the Press Sewa database as part of the Registration procedure. If not, they can ask the printer to set up an online profile on the Portal and then choose them to be the printer for the suggested magazine.
  • Publisher’s application for periodicals to be submitted for registration: Once their profiles have been created, the Publishers can apply for registration by filling up the necessary information, providing any necessary documents, e-signing the application, and paying the required money via Bharatkosh.
  • Correction Window following Application Submission: Following application submission, publishers will have a 5-day (120-hour) window to make minor changes to the application. After this time, the application cannot be changed in any way.
  • The Press Sewa Portal will produce an acknowledgment and a unique ten-digit alphanumeric Application Reference Number (ARN) after the application has been successfully uploaded. The publisher and the Press Registrar General will use the Applicant Reference Number in all future correspondence and references.
  • Deficiencies in the Application and Prompt Response: If necessary, the Press Registrar General of India (PRGI) office will send out a deficiency communication after conducting a preliminary review. Within thirty days, the Publishers must provide their answers. Applications that are not submitted within this time frame will be rejected.
  • Online Registration Fee Payment via Bharatkosh: All publishers must pay a registration cost of Rs. 1000 (Rupees One Thousand Only) via the Press Sewa Portal’s integrated Bharatkosh digital payment system.
  • Editing Registration Information: The Press Sewa Portal also offers an online editing tool for registration information. All requests to update the registration in light of periodicals’ changing details must be submitted via the Portal. The owner/publisher profile will have these choices available.

Follow the steps below to Login on Press Sewa Portal

  • Go to the official website of the Press Sewa Portal. i.e https://presssewa.prgi.gov.in/#/
  • On the home screen go to the login section.
  • Enter all the required details carefully like User name, Password and captcha code.
  • Click on login option.

Process to fill Application for the Periodical Owner

  • Fill all the necessary information on this portal to register as an owner.
  • Enter your login credentials to log in.
  • Choose the magazines that you own from the list.
  • Click the Registration Tab to begin filling out your application.
  • By adding your publisher, you can communicate with them via email and mobile number.
  • Finish filling out the online registration form.

Note: The publisher will need to take additional actions to register on the site. The Advisory for Periodical Registration may be viewed by the Publishers. The printer should be asked to register separately on the Press Sewa Portal by the Owner.

Process to fill Application for Printer (Printing Press Owner/Keeper)

Follow the steps below to register as a printer by completing the fields.

  • Enter your login credentials to log in.
  • If your printing press is already listed in the database, choose it; if not, enter the information.
  • Include the magazines that your press publishes.
  • Make changes to your profile.
  • The Publisher’s request to be appointed Printer should be approved or denied by the printer. The advice for creating a printing press profile is available for the printer to read.
